I am apolitical on this problem. This problem started long before Trudeau although he hasn't done much to fight it.
I admired your recent post where you talked about how to deal with issues. A fact based process of identifying what influences a problem and then developing a solution. I hope I stated that accurately.
What to do? Cooper's reporting at least identifies much of the problem. At a minimum a inquiry is required, either provincial or federal, that identifies the criminals involved, their methods of operation, and the $ scale of their crimes. It is suggested that billions of $'s each year are being laundered in the BC real estate market. This has driven 100's of thousands of British Columbians out of the real estate market. The more insidious aspects of these crimes is that the money is being used to influence elections and bribe people responsible for defending the public interest.
To me this is a national security issue along with a public safety issue. Those foreigners who are caught should be deported expeditiously and those who have not defended the public interest should be charged criminally. Lack of action is acceptance and what society can be OK with that?
